Vietnam Ministry of Information and Communications Holds Crucial Consultation for Draft Law on Industrial Digitalization

HANOI, Vietnam – August 12, 2024 – The Ministry of Information and Communications (MIC) convened a significant working session today to gather expert opinions and stakeholder feedback on the draft Law on Industrial Digitalization. This pivotal meeting aims to refine the legislation before its presentation to the Government and subsequent submission to the National Assembly. The consultative meeting was presided over by Minister of Information and Communications Nguyen Manh Hung. As the submission to the Prime Minister’s Office draws nearer, Minister Nguyen Manh Hung reiterated the MIC’s commitment to open dialogue. Pham Thu Hang, Deputy Director of the Legal Department at the Office of the Government, highlighted the critical policy directions that the draft law must address. "To develop the industrial digitalization sector, the most important aspect is the investment environment, including investment policies, capital mobilization, and related policies," stated Hang. "We need to create an optimal investment environment, as advocated by the Ministry of Information and Communications, to ensure the highest level of investment, as this sector is foundational for development and is of utmost importance in the current phase."

Fostering an Enabling Investment Climate

Vo Van Hoan, Deputy Director General of the Department for Foreign Investment under the Ministry of Planning and Investment (MPI), addressed the need for clear legal frameworks for newly emerging industrial sectors. He proposed the development of "industrial zones" within the Law on Industrial Digitalization, which would align with the existing Law on Industrial Zones and Economic Zones, overseen by the MPI. This integration aims to create a coherent and supportive ecosystem for digital businesses.

Regarding investment policies within these digital industrial zones, the MPI representative suggested that the draft law should consider incorporating provisions for the establishment of specialized consulting firms. These firms would be tasked with reviewing and assessing investment capital and other legal regulations, ensuring a streamlined and efficient process.
