Can Tho Accelerates Social Housing Development to Provide Secure Homes for Residents and Boost Regional Growth

Can Tho City is intensifying its efforts to expand social housing developments, creating new opportunities for low-income residents to achieve housing stability. As the central economic engine of the Mekong Delta, the municipality has set an ambitious target to construct an additional 13,250 social housing units between 2026 and 2030, directly contributing to long-term social welfare and residential security for local workers and disadvantaged families.

Strategic Push for Residential Security in the Mekong Delta

The drive for affordable housing in Can Tho is part of a broader national initiative to address the critical shortage of residences for low-income earners, industrial zone workers, and young families. With rapid urbanization and economic expansion across the Mekong Delta, the demand for affordable housing has surged significantly. Municipal authorities recognize that ensuring stable housing is a foundational step toward sustainable economic development, social equity, and regional stability.

By streamlining administrative procedures and incentivizing real estate developers, the Can Tho People’s Committee aims to bridge the gap between housing supply and actual demand. The overarching strategy not only focuses on constructing residential units but also integrates comprehensive urban planning, ensuring that new housing projects are equipped with essential infrastructure, educational facilities, healthcare centers, and green public spaces.

Major Milestone: Groundbreaking of the Cai Rang Social Housing Project

A major milestone in this housing initiative was marked on October 24, with the official groundbreaking ceremony for a massive social housing project located in Cai Rang Ward. The high-profile event was attended by senior government and party officials, including Mr. Dang Van Thanh, Deputy Secretary of the City Party Committee and Chairman of the People’s Council of Can Tho City; Mr. Le Tan Can, Deputy Minister of Finance; Mr. Le Cong Ly, Permanent Vice Chairman of the Can Tho City People’s Committee; alongside other provincial leaders, municipal department directors, and economic experts.

The mega-project, spearheaded by the Tay Do Housing Development Joint Stock Company as the primary investor, is situated on a sprawling 73,986-square-meter land parcel in the "Boi Cong Truong 6" area adjacent to National Highway 1. According to Mr. Pham Minh Tuan, Director of the project, the development will yield approximately 2,943 modern social housing apartments upon completion.

The master plan emphasizes connected community spaces with direct access to major transportation networks. The residential towers are designed with optimized functional layouts, robust safety standards, and efficient operational infrastructure designed to keep utility and maintenance costs affordable for residents.

Addressing attendees at the groundbreaking ceremony, Permanent Vice Chairman Le Cong Ly highlighted the sheer scale of the Cai Rang project, which represents a total investment capital of approximately VND 5,387 billion. The development will consist of multiple high-rise apartment complexes ranging from 28 to 30 stories.

Beyond residential blocks, the project blueprint incorporates technical infrastructure, expansive green landscapes, on-site educational institutions, medical clinics, and dynamic community gathering areas. Mr. Ly emphasized that this large-scale urban development will significantly boost the local housing inventory while transforming the urban landscape of Cai Rang Ward, thereby catalyzing growth in the southern sector of the city.

"The city government is fully committed to accompanying and supporting investors to ensure that projects are implemented smoothly," Mr. Ly stated. "Moving forward, Can Tho will continue to accelerate the development of social housing initiatives to meet the steadily increasing demands of our citizens."

Progress and Contributions of Private Developers

Private sector participation has been a vital catalyst for Can Tho’s housing achievements. Alongside the newly launched Cai Rang project, other key real estate firms have made substantial headway in delivering affordable residential units across the city.

The Hoang Loan Trading and Construction Joint Stock Company has been actively developing several prominent social housing schemes. Mr. Duong Tan Hai, Deputy General Director of the company, provided updates on the Hoang Loan 5C social housing project situated in Cai Rang Ward. Spanning a 23,931-square-meter site, the project comprises three 9-story residential blocks with a total floor area exceeding 86,405 square meters.

According to company reports, blocks B and C, which encompass 616 social housing apartments, have already been completed, handed over to residents, and are currently undergoing procedures for property ownership certificate issuance. Meanwhile, Block A, featuring an additional 420 units, is in the final stages of interior completion and is scheduled for handover in the second quarter of 2027. Hoang Loan continues to prioritize strict adherence to legal compliance, ensuring that homebuyers can transition into secure ownership smoothly.

Timeline and Historical Performance Targets

Can Tho’s commitment to social housing is reinforced by measurable past successes and rigorous future targets. During the 2021–2030 period, the Prime Minister assigned Can Tho the mandate to complete 16,900 social housing units.

Between 2021 and 2024, the city successfully constructed 2,252 social housing units. Over the past year alone, Can Tho managed a portfolio of 12 social housing projects, comprising 3 fully completed developments and 9 projects under active construction. By the close of 2025, the city successfully delivered 1,550 units against a target of 1,397, outperforming the Prime Minister’s annual benchmark by 11%.

Building upon this momentum, Government Resolution No. 07, issued on January 12, 2026, mandated that Can Tho construct an additional 13,250 social housing units during the 2026–2030 phase. Municipal leaders have expressed absolute determination not only to meet but to exceed these federally assigned targets.

Streamlining Administration and Ensuring Market Transparency

To sustain rapid development, Can Tho City administration is enforcing administrative reforms specifically tailored to the real estate sector. Social housing projects have been categorized into "green lanes" and "priority lanes," enabling authorities to execute concurrent procedures across investment, land allocation, zoning, construction, and environmental management.

The municipality has pledged to minimize processing timelines for project evaluations, approvals, land allocations, and construction permits. Under the revised administrative framework, processing times and regulatory compliance costs are slated to be reduced by at least 50% compared to standard procedures.

Furthermore, Can Tho is strengthening market transparency by publishing timely data regarding housing supply, real estate market trends, project approval notices, and land-use planning schedules. By making zoning maps, urban development blueprints, and business eligibility notifications publicly accessible, the city aims to foster a healthy, competitive, and transparent real estate market that protects consumers and attracts sustained institutional investment.
