Tuyen Quang Accelerates Economic Growth Targets for Final Quarter to Achieve Annual Development Goals

The province of Tuyen Quang is currently navigating a pivotal phase in its 2026 economic development trajectory. Despite a resilient performance in industrial production and a robust surge in the tourism sector over the first nine months of the year, the region’s Gross Regional Domestic Product (GRDP) growth stands at 8.04%. This figure, while significant, has necessitated a strategic recalibration of provincial efforts, as government mandates now require an ambitious growth acceleration to 15.04% during the fourth quarter to meet the overarching targets established for the full year.

A Period of Industrial and Tourism Momentum

Data from the first three quarters of 2026 indicates that Tuyen Quang’s growth engines are functioning effectively, though with varying degrees of intensity across sectors. Industrial production has remained a cornerstone of the provincial economy. A primary example of this stability is the Sao Viet Tuyen Quang Co., Ltd., based in the Long Binh An Industrial Zone.

As of October 2026, the company continues to operate five automated production lines with consistent output. Over the nine-month period, the firm produced over 16,600 cubic meters of plywood, marking a 38% increase compared to the same period in 2025 and achieving 83% of its annual production target. Financially, the company reported revenues exceeding 527 billion VND, a 16% increase, while contributing over 15.6 billion VND to the state budget—a 42% rise. According to Bui Tu Trung, Director of Sao Viet, the company is already eyeing an output of 20,000 cubic meters for 2026, supported by strong demand from domestic markets as well as international exports to Japan, the United States, and the Middle East.

Simultaneously, the tourism sector has emerged as a major catalyst for regional expansion. Located in the heart of the Dong Van Karst Plateau, the H’Mong Village resort has become a symbol of the province’s burgeoning hospitality industry. By early October, the resort had welcomed over 12,000 visitors, significantly surpassing its total visitor count for the entire year of 2025, which stood at 9,123. Notably, this figure includes approximately 1,400 international guests, signaling a recovery and growth in the high-value tourism segment. Across the entire province, Tuyen Quang recorded nearly 3.24 million visitor arrivals in the first nine months of the year, with total visitor spending reaching 8,984 billion VND.

Infrastructure Development as a Growth Multiplier

The province’s economic strategy is heavily predicated on the integration of enhanced connectivity and infrastructure. A primary driver of this physical transformation is the Tuyen Quang – Ha Giang Expressway (Phase 1). Stretching 77 kilometers across the province, the project carries a total investment value of 8,800 billion VND. As of late September, construction value had reached over 4,688 billion VND, representing 76% of the contract value. With all 15 project bidding packages currently under active construction, the expressway is viewed as a vital artery for future trade and logistics.

The provincial government is simultaneously prioritizing the completion of public investment projects to bolster economic output. As of mid-October, the province has reached a public investment disbursement rate of over 67.8%. The local administration, under the leadership of Provincial People’s Committee Chairman Phan Huy Ngoc, has mandated that public investment disbursement must reach 100% by December 31, 2026. This directive includes a "3-shift, 4-crew" work schedule for key infrastructure sites to ensure rapid project completion.

The Challenge of the Fourth Quarter

The necessity for a 15.04% growth rate in the fourth quarter arises from a widening gap between initial projections made in March and the actual results observed throughout the year. While the province had initially planned for a balanced growth trajectory across all four quarters, realized figures consistently fell below the calculated trend lines.

The government’s response to this shortfall has been decisive. During a high-level review meeting on September 23, the Provincial People’s Committee initiated a comprehensive review of the provincial growth model, focusing on identifying untapped potential in the industrial, public investment, and service sectors. This was further reinforced by Government Resolution 312/NQ-CP, which set the new, elevated target for the final quarter.

In a meeting on October 11, Chairman Phan Huy Ngoc acknowledged the immense pressure this places on the final months of the year. He emphasized that the current situation requires a granular focus on "growth drivers," specifically demanding that local departments remove administrative bottlenecks for businesses and accelerate the implementation of key projects.

Administrative Oversight and Accountability

In tandem with aggressive growth targets, the provincial leadership has adopted a stringent approach toward project management and contractor accountability. The Tuyen Quang General Hospital project, with an investment of nearly 1,800 billion VND, serves as a test case for this oversight. Chairman Ngoc has tasked the Provincial Police Department with verifying the financial health of contractors involved in the project. The investigation focuses on identifying potential bad debts, wage arrears, and tax liabilities that could hinder the project’s timeline. Contractors found to lack the necessary financial capacity or those who consistently delay project milestones face the prospect of contract termination and replacement, in accordance with regulatory requirements.

Beyond large-scale public projects, the province is also streamlining processes for private investment. During the first nine months of 2026, 23 projects were approved or granted investment registration certificates, with a total registered capital of over 14,963 billion VND. To encourage further private sector participation, the provincial government has implemented a "50% green lane" policy, which aims to significantly reduce the administrative time required for project approvals.

Addressing Business Impediments

The provincial government has also focused on directly resolving the operational challenges faced by the business community. As of October 8, the province had addressed 126 recommendations submitted by local businesses and industry associations. Of these, 76 have been resolved definitively, while 50 remain under active processing. The primary issues identified by the business sector relate to land use, zoning, site clearance, and the complexities of administrative project procedures.

By engaging directly with these concerns, the province aims to foster a more hospitable investment climate. The goal is to ensure that all human and capital resources currently mobilized are efficiently converted into actual production, revenue, and value-added output.

Future Outlook and Strategic Implications

The strategy for the final quarter is clear: the province must maximize the capacity of existing factories, fast-track nearly completed projects into operation, and continue to leverage the "green" potential of tourism and services. Provincial Party Secretary Hau A Lenh has reiterated that the province must use "actual product results as the yardstick for all resolutions."

The emphasis on the fourth quarter is not merely a push to meet statistical targets; it is a fundamental shift toward an efficiency-driven economic model. By focusing on the intersection of infrastructure development, administrative transparency, and targeted industry support, Tuyen Quang is attempting to create a sustainable foundation for the 2026-2030 development period.

As the province enters the final months of the year, the success of this high-pressure growth strategy will likely depend on the synergy between the public and private sectors. The ability of the provincial administration to maintain its rigorous oversight of public spending while simultaneously lowering barriers for private enterprise will determine whether Tuyen Quang can successfully close the growth gap and conclude 2026 on a trajectory of sustained, high-quality development.
