Financial analysts closely monitoring the central bank’s policy maneuvers note that these fluctuations reflect both seasonal demand and proactive liquidity management by commercial banks. While short-term accommodations have seen relief, the climbing rates in specific medium-term brackets signal a cautious approach among market participants.

Interbank Market Dynamics: Overnight Rates Drop While Two-Week Tenors Climb

On September 17, Vietnamese Dong (VND) interest rates across the interbank market displayed a diverging trend, decreasing across most overnight and ultra-short maturities while climbing for the two-week tenor.

Specifically, the average overnight and one-week interest rates both dropped by 0.3 to 0.4 percentage points compared to the previous trading session, settling at 3.2% and 3.9% per annum, respectively. Market observers attribute this brief relief in overnight funding costs to a temporary easing of immediate liquidity pressures among commercial lenders.

Conversely, the two-week interest rate moved in the opposite direction, jumping by 0.65 percentage points to reach 5.5% per annum. Meanwhile, the one-month interbank interest rate remained unchanged, holding steady at 6.0% per annum.

Concurrently, US Dollar (USD) interbank interest rates moved uniformly upward, registering increases of 0.16 to 0.21 percentage points across various maturities. The overnight USD interest rate climbed to 3.84% per annum, followed by the one-week tenor at 3.91%, the two-week tenor at 3.95%, and the one-month tenor closing at 4.01% per annum. This upward trend in USD interbank rates underscores persistent global currency dynamics and domestic foreign exchange liquidity balancing.

In a major infrastructure development, the Ho Chi Minh City People’s Committee has approved the investment project to upgrade and expand Ton That Thuyet Street alongside the construction of a linear green park running parallel to the Te Canal. The project encompasses a total land use area of approximately 170,333 square meters.

Spanning a total length of roughly 3.6 kilometers, the project traverses Vinh Hoi, Khanh Hoi, and Xom Chieu wards. The core component involves upgrading and expanding a 3.415-kilometer stretch of Ton That Thuyet Street to a width of 26 meters, which includes the construction of a new bridge spanning the Nguyen Kieu River.

Beyond roadway construction, the project incorporates modern drainage systems, roadside greenery, lighting, technical utility trenches, and approximately 3.293 kilometers of reinforced embankments to protect the banks of the Te and Nguyen Kieu canals. A landscaped green park will also be established along the Te Canal corridor.

According to the Ho Chi Minh City People’s Committee, the project plays a pivotal role in completing the primary transportation network, seamlessly connecting Ben Van Don Street, Nguyen Tat Thanh Street, and the upcoming Nguyen Khoi bridge-road project while substantially enhancing the urban landscape along the Te Canal. The Traffic Construction Investment Project Management Board has been appointed as the primary investor, with local authorities in Vinh Hoi, Khanh Hoi, and Xom Chieu wards responsible for site clearance, compensation, support, and resettlement programs.
