Severe Weather Alert: Northern Vietnam, Thanh Hoa, and Nghe An Brace for Torrential Rains Exceeding 450mm Through September 16

The National Center for Hydro-Meteorological Forecasting has issued an urgent and severe weather warning for northern and north-central Vietnam, as a potent combination of weather systems brings prolonged torrential downpours to the region. The extreme precipitation event, which intensified significantly over the weekend, is projected to persist through September 16, raising serious concerns regarding widespread urban flooding, flash floods in mountainous terrain, and significant riverine flooding across multiple provinces.

Meteorological conditions driving this heavy rainfall include an active tropical convergence zone interacting with strong upper-level easterly winds and the trailing circulation of a decayed tropical depression. This convergence of moisture-laden atmospheric phenomena has set the stage for continuous, high-intensity precipitation, putting disaster management authorities and local populations on high alert.

Comprehensive Rainfall Projections and Regional Impacts

From the early stages of the weather event, substantial accumulations have already been recorded across the country. Between 7:00 AM and 7:00 PM on September 14, numerous meteorological stations registered rainfall totals exceeding 150 millimeters. Notable readings included Nuong Dam in Phu Tho Province at 154mm, Thai Phuong in Hung Yen at 183mm, Khanh Thanh in Ninh Binh at 164mm, Dinh Hoa in Thanh Hoa at 161mm, and Farm 15 in Nghe An Province, which recorded 162mm.

Looking ahead through the core of the event ending September 16, meteorological models indicate that precipitation will intensify further, targeting distinct geographic zones with varying degrees of severity.

The most critical threat zones encompass southern Phu Tho, Hung Yen, Ninh Binh, and Thanh Hoa provinces. In these areas, cumulative rainfall is forecast to range broadly between 150mm and 350mm. More alarmingly, isolated pockets within these regions could experience extreme downpours exceeding 450mm.

Meanwhile, southern parts of Lao Cai and Son La provinces, northern Phu Tho, the capital city of Hanoi, Hai Phong, Bac Ninh, and Nghe An are expected to receive heavy to very heavy rainfall accompanied by thunderstorms. General totals in these locations will likely range from 100mm to 200mm, with localized accumulations surging past 300mm.

For the capital city of Hanoi specifically, continuous downpours yielding 100mm to 250mm are anticipated, with southern districts potentially witnessing totals surpassing 250mm. Urban planners and emergency response teams have stressed the heightened risk of severe urban inundation, particularly in low-lying areas and poorly drained metropolitan sectors.

Additional provinces, including Quang Ninh, Lang Son, and southern Tuyen Quang and Thai Nguyen, are forecasted to record moderate to heavy rain, with localized totals between 70mm and 150mm, and isolated peaks exceeding 200mm.

Hydrological Threats and Rising River Levels

Forecasters have underscored the extreme danger posed by rapid rainfall rates. Instances where precipitation exceeds 100mm within a compressed three-hour window drastically elevate the probability of flash floods along small streams, severe landslides in steep topography, and sudden inundation in urban centers and low-lying agricultural tracts.

Hydrological models indicate that river systems traversing southern Phu Tho, Ninh Binh, Thanh Hoa, and Nghe An will experience significant swelling, with water levels expected to approach or exceed alarm thresholds between now and September 16.

Specifically, minor flooding is anticipated along the Bui River in Phu Tho and the Hoang Long River in Ninh Binh. Furthermore, upstream segments of the Bui River, along with the Ma and Chu rivers in Thanh Hoa, are projected to reach Alarm Levels 1 and 2, with certain gauges potentially cresting above Alarm Level 2. In Nghe An Province, upstream portions of the Ca River are forecasted to breach Alarm Level 1.

These elevated river stages present direct threats to riverine communities, agricultural dikes, and rural infrastructure, necessitating continuous monitoring by hydrological agencies and local administrations.

Official Response and Disaster Mitigation Measures

In direct response to the escalating meteorological and hydrological threats, the National Steering Committee for Natural Disaster Prevention and Control has issued urgent directives to local authorities across Son La, Tuyen Quang, Lao Cai, the midlands and lowlands of Northern Vietnam, and the central corridor spanning from Thanh Hoa to Ha Tinh.

Provincial and municipal governments have been instructed to activate emergency response protocols immediately. This includes deploying specialized vanguard forces to inspect, review, and proactively execute the evacuation of residents residing in high-risk zones, such as areas adjacent to rivers, streams, low-lying tracts susceptible to deep inundation, and locations prone to sudden flash floods and landslides. Ensuring the safe relocation of vulnerable populations to secure shelters remains a paramount priority.

Furthermore, local agencies are required to pre-position rescue personnel, essential equipment, and logistical resources to facilitate rapid incident response. Maintaining unobstructed traffic flow along major transport arteries and implementing robust urban drainage measures in industrial zones and metropolitan cores are critical components of the ongoing preparedness strategy.

Specialized inspections have also been mandated for high-risk industrial and construction sites. Authorities are rigorously reviewing safety protocols for mining shafts, subterranean tunnels, active civil engineering projects, and water retention infrastructure. Particular scrutiny is being applied to hydroelectric reservoirs, irrigation dams, and vulnerable structural works to ensure controlled water releases and structural integrity throughout the duration of the severe weather event.

As the situation continues to develop, federal and local meteorological offices will provide continuous updates, while emergency response agencies maintain a heightened state of operational readiness to mitigate potential loss of life and property damage.
