Hà Nội Suburb Land Auctions Cool Down as Thanh Oai Winning Prices Drop Nearly 40 Percent from Previous Peaks

The suburban Hanoi real estate market has witnessed a notable cooling trend in land auction values, evidenced by a recent sale in Thanh Oai District where the highest winning bid dropped by nearly 40% compared to previous market peaks. This shift underscores a broader stabilization across the capital’s outlying districts following months of speculative fervor, regulatory interventions, and widespread defaults by winning bidders.

Recent Thanh Oai Auction Results Point to Market Correction

On November 3, the People’s Committee of Thanh Oai Commune, in collaboration with Lac Viet Auction Partnership Company, successfully conducted a public auction for 20 land plots located in the Man Cá, Man Cóng, and Mả Man Trong areas of Văn Quán village (formerly part of Dân Hòa commune). These plots, carrying a starting price of over 14 million VND per square meter, attracted 47 prospective buyers.

The auction was executed via a mandatory two-round direct ballot format. At the close of the session, all 20 plots found buyers. The highest winning bid reached over 56 million VND per square meter, while the lowest recorded price was 44 million VND per square meter.

This outcome marks a dramatic contraction compared to historical highs recorded in the exact same locality late last year. During a mid-November 2024 auction of 25 land plots in the same area—which featured a starting price of 5.3 million VND per square meter and drew over 100 participants—the peak winning price soared to 90.3 million VND per square meter. Comparing the two events, the ceiling price at the November 2024 auction experienced a decline of approximately 38% to 40%.

Chronology of the Suburban Hanoi Land Fever

To understand the current cooling trend, industry analysts point to a volatile trajectory that began in the middle of 2024. During that period, land auctions across various outlying districts of Hanoi rapidly evolved into speculative hotspots, frequently drawing hundreds or even thousands of attendees. Certain sessions registered thousands of application dossiers, propelling winning bids to unprecedented heights.

A watershed moment occurred in August 2024, when an auction of 68 land plots at Ngã Ba, Thanh Thần village, Thanh Cao commune in Thanh Oai district captured national attention. The event drew approximately 1,500 participants who submitted over 4,000 dossiers. Winning bids during this session ranged from 63 to 80 million VND per square meter, with individual plots surging as high as 100 million VND per square meter—roughly eight times the initial starting price.

However, this speculative enthusiasm was short-lived and quickly gave way to market distortion. Following the August 2024 sessions, the market witnessed massive default rates. Approximately 80% of winning bidders in those specific areas failed to fulfill their financial obligations. Notably, 100% of the plots that fetched winning bids between 80 million VND and 100 million VND per square meter were ultimately abandoned by their temporary owners.

Throughout late 2024 and early 2025, a recurring pattern emerged across Hanoi: multiple suburban land auctions routinely cleared the 100 million VND per square meter threshold, only to be followed by widespread defaults. Investors who bid aggressively during the peak frenzy found themselves unable or unwilling to complete land transactions, leaving numerous municipal plots stranded without finalized financial contributions.

Regulatory Crackdown and Policy Responses

Confronted with rampant speculation, abandoned deposits, and artificially inflated land values, local authorities and regulatory bodies stepped in to restore order. Several districts temporarily suspended upcoming auctions to thoroughly inspect, audit, and tighten the regulatory framework governing public land sales.

These stringent administrative measures effectively dampened the speculative heat that had previously characterized the suburban Hanoi property market. Subsequent auctions saw a sharp decline in attendance figures, alongside a rationalization of bidding behavior. The contrast between the frenetic gatherings of mid-2024 and the more subdued participation rates in late 2025 and 2026 highlights a fundamental shift in investor sentiment.

The calming effect has also impacted municipal scheduling. For instance, an anticipated auction of 29 land plots situated near Vingroup’s planned Olympic Sports Urban Area in Thanh Oai district—initially slated with a starting price of 14 million VND per square meter—was abruptly postponed with no definite timeline announced for its resumption.

Broader Implications for the Real Estate Market

Market observers and real estate experts view the cooling of Thanh Oai land auctions as a healthy, albeit overdue, market correction. The phenomenon of "bid high and abandon" exposed systemic vulnerabilities in the public land auction process, which speculators previously exploited to generate short-term hype, influence secondary market prices, and dump neighboring inventories at artificially inflated rates.

Following reports of massive land price spikes accompanied by stagnant secondary transactions, retail buyers and institutional investors alike grew increasingly wary of falling into valuation traps. Many drew parallels to previous speculative bubbles in suburban localities such as Thạch Thất, where sudden price surges failed to reflect genuine end-user housing demand or commercial viability.

The stabilization of auction prices at lower, more realistic multiples of starting values indicates that speculative capital is retreating. While genuine buyers and long-term investors may find renewed opportunities in a disciplined market environment, local authorities remain vigilant. Future auctions are expected to feature stricter financial vetting, higher earnest money deposits, and more rigorous penalties for default to ensure that public assets are transferred to financially capable buyers committed to real development rather than short-term financial speculation.
