The landmark pact brings together the Department for Administrative Management of Social Order (C06) under the Ministry of Public Security, Hanoi University of Science and Technology (HUST), and the Vietnam Information Security Association (VNISA). This strategic alliance is designed to systematically elevate cybersecurity awareness, instill essential digital defense skills among public officials and citizens, and directly support the execution of the pivotal "Project 06" initiative on population data development, electronic identification, and authentication.

Under the terms of the newly minted accord, C06, HUST, and VNISA will pool their institutional strengths to construct, standardize, and deploy robust educational curricula centered on information security and cybersecurity. To ensure high standards of educational delivery and accountability, the three institutions will jointly establish standardized competency assessment frameworks. Instruction will be delivered predominantly online through "daotao.ai," an advanced open online education platform developed by the Center for Information Technology and Digital Transformation Solutions within the School of Information and Communication Technology at Hanoi University of Science and Technology.

Lieutenant Colonel Tấn highlighted the technological sophistication of the daotao.ai platform, noting its integration of artificial intelligence—specifically facial recognition technology—and its capacity to deliver scalable online instruction. By utilizing this platform, the training initiative overcomes traditional barriers of geography, time, and financial expenditure, allowing hundreds of thousands of learners to access critical educational content seamlessly.

Echoing these sentiments, Assoc. Prof. Dr. Huỳnh Quyếtt Thắng, Director of Hanoi University of Science and Technology, underscored that the effective exploitation of citizen identification databases for state governance relies fundamentally on public awareness and information security hygiene. "Building a learning society and developing accessible cybersecurity courses for the wider community is an absolute necessity," Dr. Thắng stated.

Assoc. Prof. Dr. Ngô Tuấn Anh, Vice President of VNISA, reinforced the association’s ongoing commitment to human resource development in the cybersecurity sector. Beyond specialized training programs tailored for seasoned technical experts, VNISA has consistently prioritized initiatives aimed at raising general cybersecurity awareness and equipping the broader public with fundamental defensive skills.

Background and Context: Project 06 and National Digital Strategy

The partnership between C06, HUST, and VNISA arrives at a critical juncture in Vietnam’s administrative modernization. Project 06, formally known as the "Project for Developing the Application of Population Data, Identification, and Electronic Authentication for National Digital Transformation in the 2022–2025 Period, with a Vision to 2030," represents the cornerstone of the nation’s e-government strategy. By transitioning away from physical paper records toward a centralized, digitized population database managed via chip-based citizen identity cards and the VNeID application, the government aims to streamline public administrative procedures drastically.

However, the rapid digitization of citizen records introduces significant cybersecurity vulnerabilities. The aggregation of massive personal datasets creates high-value targets for cybercriminals, making public awareness and administrative data hygiene matters of paramount national security. Broader Ecosystem and Collaborative Initiatives

The collaboration between C06, HUST, and VNISA aligns with a broader national strategy spearheaded by the Ministry of Information and Communications (MIC) to foster a secure digital ecosystem. In November 2022, the MIC helped establish the Alliance for Promoting Awareness and Cybersecurity Skills for Citizens in Cyberspace. Concurrently, the MIC has championed the "OneTouch" open online learning initiative to serve as a national digital education utility. Featuring more than 160 professional and general courses, the OneTouch platform currently hosts 15 dedicated information security modules, including three tailored specifically for everyday citizens. These foundational courses are designed to provide the public with the practical skills required to navigate digital environments safely, recognize phishing attempts, and secure personal accounts against unauthorized access.
